Change the default from 256 to 24. The argument is that 256 is too large to be scanned
by eye, and too large to print in a terminal which can be only 40-50 lines in height.
When all children must be shown, `frame variable` and `expression` both support the `-A`
(`--show-all-children`) flag.

For some data formatters, even getting the number of children can be an
expensive operations (e.g., needing to walk a linked list to determine
the number of elements). This is then wasted work when we know we will
be printing only small number of them.
This patch replaces the calls to GetNumChildren (at least those on the
"frame var" path) with the calls to the capped version, passing the
value of `max-children-count` setting (plus one)

This is an ongoing series of commits that are reformatting our Python
code. Reformatting is done with `black` (23.1.0).
If you end up having problems merging this commit because you have made
changes to a python file, the best way to handle that is to run `git
checkout --ours <yourfile>` and then reformat it with black.

This is a largely mechanical change, moved with the following steps:
