When testing LLDB, we want to make sure to use the same Python as the
one we used to build it.
This patch uses the CMake variable `Python3_ROOT_DIR` to add the correct
Python to the `PATH` in LLDB lit tests, in order to ensure of this.

This matches LLVM's requirement to run tests. For LLDB 20 there will be
a CMake warning telling builders that from LLDB 21 this will be a hard
requirement. From LLDB 21, it will be an error to try to build with
anything <= 3.8.
So there are no code changes in this commit. Once the llvm 20 branch is
created we can remove some < 3.8 support code.
As always, if you disable Python support you will not get any new
warnings or errors from this change.

SWIG 4 was released in 2019 and has been the de-facto standard for a
while now. All bots are running SWIG 4.0 or later.
This was motivated by #64279 which discovered that 662548c broke the
LLDB build with SWIG 3 on Windows.

Use LLDB_ENABLE_SWIG instead of SWIG_EXECUTABLE or SWIG_FOUND as the
canonical CMake variable to determine whether we have SWIG available in
LLDB. This is a follow-up to b3c978e850d3.

This patch makes SWIG itself an auto-detected dependency. This allows us
to look for SWIG once in a centralized place and makes it easier
downstream to detect whether to use the static bindings.

Bump the required SWIG version to 3. If my memory serves me well we last
bumped the required SWIG version to 2 for Python 3. At that time SWIG 3
had already been around for a while so everyone I know was already using
that.
It appears that SWIG 3 is the only version that officially supports
C++11 which we're using in the typemap. SWIG 3 was released in 2014 so I
think it's reasonable to make that the minimum required version.

Raise awareness of the fact that some versions of swig and python (and
build types) just don't mix.
One day this will be a reason to require swig>=4.0, but this version is
too hot off the press right now..

This patch is a big sed to rename the following variables:
s/PYTHON_LIBRARIES/Python3_LIBRARIES/g
s/PYTHON_INCLUDE_DIRS/Python3_INCLUDE_DIRS/g
s/PYTHON_EXECUTABLE/Python3_EXECUTABLE/g
s/PYTHON_RPATH/Python3_RPATH/g
I've also renamed the CMake module to better express its purpose and for
consistency with FindLuaAndSwig.
