location." in ReturnPtrRange checker on builtin functions
Builtin functions (such as `std::move`, `std::forward`, `std::as_const`)
have a body generated during the analysis not related to any source file
so their statements have no valid source locations.
`ReturnPtrRange` checker should not report issues for these builtin
functions because they only forward its parameter and do not create any
new pointers.

ReturnPtrRange checker emits a report if a function returns a pointer which
points out of the buffer. However, end() iterator of containers is always such
a pointer, so this always results a false positive report. This false positive
case is now eliminated.

SymbolReaper was destroying the symbol too early when it was referenced only
from an index SVal of a live ElementRegion.
In order to test certain aspects of this patch, extend the debug.ExprInspection
checker to allow testing SymbolReaper in a direct manner.
