[CodeGen][NewPM] Port `SlotIndexes` to new pass manager (#97941)
- Add `SlotIndexesAnalysis`.
- Add `SlotIndexesPrinterPass`.
- Use `SlotIndexesWrapperPass` in legacy pass.
