[VPlan] Handle most bin-ops in VPReplicateRecipe::computeCost. (NFC)
Directly compute costs for binary ops and GEPs in
VPReplicateRecipe::computeCost. This simply ports the legacy cost
computation for uniform/replicating binary ops to the VPlan cost model.
