clang-format: Don't allow labels when expecting declarations.
This fixes formatting unnamed bitfields (llvm.org/PR21999).
Before:
struct MyStruct {
uchar data;
uchar:
8;
uchar:
8;
uchar other;
};
After:
struct MyStruct {
uchar data;
uchar : 8;
uchar : 8;
uchar other;
};
