[RISCV] Fix crashes with Zfhmin+Zfa.
We were incorrectly making ISD::FMAXIMUM, ISD::FMINIMUM, and
ISD::FNEARBYINT legal with Zfhmin+Zfa when we really need Zfh+Zfa.
