[VPlan] Add test for dump of recipe not inserted in VPlan. (NFC)
Add extra tests for printing recipes not inserted in a VPlan yet, e.g.
when using a debugger.
Guard against regressions in changes to printing, i.e.
https://github.com/llvm/llvm-project/pull/81411.
