IRCE: generalize InductiveRangeCheck::computeSafeIterationSpace to
work with a non-canonical induction variable.
This is currently a non-functional change because we only ever call
computeSafeIterationSpace on a canonical induction variable; but the
generalization will be useful in a later commit.
