[mlir] Rename MlirLspServerLib -> MLIRLspServerLib
I noticed while packaging mlir that most mlir library names start
with `libMLIR`. The only different libary was `libMlirLspServerLib.a`.
That's why I changed the library to be similarly named to the others.
