[CIR][NFC] Reorder GenExprComplex and add errors for unhandled visitors (#156241)
- Reorder the CIRGenExprComplex functions to be similar to OCG.
- Add errors for unhandled visitors.
- Rename the test file to be similar to `complex-mul-div`.
