[SCEV] forgetValue: support (with-overflow-inst op0, op1) (#98015)
The use-def walk in forgetValue() was skipping instructions with
non-SCEVable types. However, SCEV may look past with.overflow
intrinsics returning aggregates.
Fixes #97586.
