[rtsan] Ensure pthread is initialized in test (#111401)
Handle running stuck of `pthread_cond_destroy` on X86 in test
`PthreadCondSignalDiesWhenRealtime` and
`PthreadCondBroadcastDiesWhenRealtime`.
