[DirectX] Scalarize Allocas as part of data scalarization (#140165)
- DXILDataScalarization should not just be limited to global data
- Add a scalarization for alloca
- Add ReversePostOrderTraversal of functions and iterate over basic
blocks and run DataScalarizerVisitor.
- fixes #140143
