[Cuda] Handle -fcuda-short-ptr even with -nocudalib (#111682)
When passed -nocudalib/-nogpulib, Cuda's argument handling would bail
out before handling -fcuda-short-ptr, meaning the frontend and backend
data layouts would mismatch.
