[AMDGPU][True16][CodeGen] True16 Add OpSel when optimizing exec mask (#128928)
True16 Add OpSel when optimizing exec mask
True16 VOPCX have the opsel argument. Add it when we create these
instructions in SIOptimizeExecMasking.
