[SelectionDAG][RISCV] Promote VECREDUCE_{FMAX,FMIN,FMAXIMUM,FMINIMUM} (#128800)
This patch also adds the tests for VP_REDUCE_{FMAX,FMIN,FMAXIMUM,FMINIMUM}, which have been supported for a while.
