[MLIR] Make the ROCM integration tests runnable
- Move the #define s to the GPU Transform library from GPU Ops so that
SerializeToHsaco is non-trivially compiled
- Add required includes to SerializeToHsaco
- Move MCSubtargetInfo creation to the correct point in the
compilation process
- Change mlir in ROCM tests to account for renamed/moved ops
