[CMake] Add LLVM_VERSION_PATCH to the -current_version flag for libLTO and libLLVM.
This is to match autoconf where LLVM_SUBMIT_SUBVERSION is usually set to ${LLVM_VERSION_MINOR}.${LLVM_VERSION_PATCH}.
