[CMake][Fuchsia] Use unchecked hardening mode for libc++
We set LLVM_ENABLE_ASSERTIONS in some builds which is now translated
to LIBCXX_HARDENING_MODE=safe, but our codebase is not yet clean and
we're getting assertion failures.
