[DAGCombine][X86][ARM] EXTRACT_SUBVECTOR(VECTOR_SHUFFLE(?,?,Mask)) -> VECTOR_SHUFFLE(EXTRACT_SUBVECTOR(?, ?), EXTRACT_SUBVECTOR(?, ?), Mask')
In most test changes this allows us to drop some broadcasts/shuffles.
