[RISCVISel] Compute leading zeros for RISCVISD::VCPOP_VL node (#127705)
This patch adds handling of the RISCVISD::VCPOP_VL node in
RISCVTargetLowering::computeKnownBitsForTargetNode. It eliminates
redundant zero-extension instructions.
