[mlir][vector] Propagate `vector.extract` through elementwise ops (#131462)
Propagate `Extract(Elementwise(...))` -> `Elemetwise(Extract...)`.
Currenly limited to the case when extract is the single use of
elementwise to avoid introducing additional elementwise ops.
