[llvm-objdump/llvm-readobj/obj2yaml/yaml2obj] Support STO_RISCV_VARIANT_CC and DT_RISCV_VARIANT_CC
STO_RISCV_VARIANT_CC marks that a symbol uses a non-standard calling
convention or the vector calling convention.
