AMDGPU: Refactor AMDGPUCodeGenPrepare fdiv handling
NFC-ish. Does trigger some reordering of the fdiv scalarization. Also
skips scalarizing in more cases where nothing was going to happen. We
can still scalarize in some no-op edge cases.
