Split out `CodeGenTypes` from `CodeGen` for LLT/MVT
This reduces dependencies on `llvm-tblgen` so much.
`CodeGenTypes` depends on `Support` at the moment.
Be careful to append deps on this, since Targets' tablegens
depend on this.
