[HLSL] add support for HLSLAggregateSplatCast and HLSLElementwiseCast to constant expression evaluator (#164700)
Add support to handle these casts in the constant expression evaluator.
- HLSLAggregateSplatCast
- HLSLElementwiseCast
- HLSLArrayRValue
Add tests
