[lldb/Interpreter] Implement ScriptedFrameProvider{,Python}Interface (#166662)

This patch implements the base and python interface for the
ScriptedFrameProvider class.

This is necessary to call python APIs from the ScriptedFrameProvider
that will come in a follow-up.
