[llvm][CMake] Respect LIBCXX_HARDENING_MODE on command-line (#68541)
When the user specifies `LIBCXX_HARDENING_MODE` on the command line in a
bootstrapping build, it should override the setting implied by
`LLVM_ENABLE_ASSERTIONS`.
