[Clang] Refactor uses of `Cand->Function` in SemaOverload.cpp (#98965)
- [ ] adds checks to called functions containing `Cand->Function` as an
argument.
- [ ] Assigned `Cand->Function` as a `FunctionDecl*` to enhance
readablity.
Solves: #98769 and #98942
