[ELF,test] Remove unneeded -o /dev/null
When the script has executed `cd %t`, it is fine to to use the output
file `a.out`.
(We don't want to rely on lit's default PWD to support lit compatible
runners. Therefore -o /dev/null is used when PWD has not been changed
to a %t derived path.)
