[Hexagon] Use InstSimplify instead of ConstantProp
This is the last remaining use of ConstantProp, migrate it to InstSimplify in the goal of removing ConstantProp.
Add -hexagon-instsimplify option to enable skipping of instsimplify in
tests that can't handle the extra optimization.
