[Clang][AMDGPU] Handle builtin types more generically. NFC. (#109004)
Tweak encodeTypeForFunctionPointerAuth to handle all AMDGPU builtin
types generically instead of just __amdgpu_buffer_rsrc_t which happens
to be the only one defined so far.
