[X86] Remove `UnsafeFPMath` uses (#151667)
Remove `UnsafeFPMath` in X86 part, it blocks some bugfixes related to
clang and the ultimate goal is to remove `resetTargetOptions` method in
`TargetMachine`, see FIXME in `resetTargetOptions`.
