Revert "[VPlan] Handle WidenGEP in narrowToSingleScalars" (#167509)
This reverts commit fdd52f5fe130fb8b98f4aed3d15aa0789cce6b40, as it
causes buildbot failures. This will give us time to investigate the
failure.
