LAA, LVer: add pre-commit tests for #96656 (#96925)
The issue is in LoopAccessAnalysis, but the regression was seen in the
user LoopVersioning. Hence, add pre-commit tests for both, in
preparation to fix the issue in LoopAccessAnalysis.
