[DataLayout] Refactor parsing of "p" specification (#104583)
Split off of #104545 to reduce patch size.
Similar to #104546, this introduces `parseSize` and `parseAlignment`,
which are improved versions of `getInt` tailored for specific needs.
I'm not a GTest guru, so the tests are not ideal.
