[mlir][SCF] Pass result of getAsOpFoldResult to getBoundedTileSize.
A recent change modified the parameter tileSize from Value to
OpFoldResult. Therefore we should call getAsOpFoldResult before passing
on the tileSize.
Adjust a test regarding this new behavior.
