re PR c++/25010 (Segmentation fault (infinite recursion in cgraph_clone_inlined_nodes))

* ipa-inline.c (cgraph_clone_inlined_nodes): Do not assume that
DECL_EXTERNAL functions have no bodies. Tidy.
