fortran: Enforce spec statement ordering [PR32365]

gcc/fortran/ChangeLog:
* parse.cc (parse_executable): Reject declaration/OpenMP
specification statements seen after executable code
unconditionally, keeping the legacy DATA diagnostic as
a warning.
