[GenericDomTreeConstruction] Use SmallVector (NFC) (#96138)
The use of SmallVector here saves 4.7% of heap allocations during the
compilation of ConvertExpr.cpp.ii, a preprocessed version of
flang/lib/Lower/ConvertExpr.cpp.
