[CodeGen] Use an AttrBuilder to bulk remove 'target-cpu', 'target-features', and 'tune-cpu' before re-adding in CodeGenModule::setNonAliasAttributes.

I think the removeAttributes interface should be faster than
calling removeAttribute 3 times.
