This means that the ops in Python look like `debug.EmitParamAsRemarkOp`/`debug.emit_param_as_remark` instead of `debug.DebugEmitParamAsRemarkOp`/`debug.debug_emit_param_as_remark`. 
Removes the Debug... prefix on the ops in tablegen, in line with pretty
