These are identified by misc-include-cleaner.  I've filtered out those
that break builds.  Also, I'm staying away from llvm-config.h,
config.h, and Compiler.h, which likely cause platform- or
compiler-specific build failures.</content>

Removes the Debug... prefix on the ops in tablegen, in line with pretty
much all other Transform-dialect extension ops. This means that the ops
in Python look like
`debug.EmitParamAsRemarkOp`/`debug.emit_param_as_remark` instead of
`debug.DebugEmitParamAsRemarkOp`/`debug.debug_emit_param_as_remark`.</content>

As specified in the docs,
1) raw_string_ostream is always unbuffered and
2) the underlying buffer may be used directly

* Don't call raw_string_ostream::flush(), which is essentially a no-op.
* Avoid unneeded calls to raw_string_ostream::str(), to avoid excess indirection.

Introduce a new extension for simple print-debugging of the transform
dialect scripts. The initial version of this extension consists of two
ops that are printing the payload objects associated with transform
dialect values. Similar ops were already available in the test extenion
and several downstream projects, and were extensively used for testing.</content>
