<title>[DebugInfo][RemoveDIs] Delete experimental-iterator test-flags from tests (#140045)</title>

Over in 6a45fce, this flag (experimental-debuginfo-iterators) was
switched to do nothing, to flush out anything that depended on the
debug-intrinsics way of doing things. It's been a month and nothing's
super-broken, so we'll start to rip things out.

This commit deletes MergeFunc's debuginfo-iterators test: in d2942a86d7
it's documented that that test is specifically because of differences
between intrinsic/non-intrinsic data structures, and we're deleting the
possibility of that difference.</content>

<title>[opt] Disincentivize new tests from using old pass syntax</title>

Over the past day or so, i've took a large swing at our tests,
and reduced the number of tests that were still using the old syntax
from ~1800 to just 200.

Left to handle: (as it is seen in this patch)
* Transforms/LSR
* Transforms/CGP
* Transforms/TypePromotion
* Transforms/HardwareLoops
* Analysis/*
* some misc.

I think this is the right point to start actively refusing
to honor the old syntax, except for the old tests,
to prevent the old syntax from creeping back in.

Thus, let's add temporary default-off flag,
and if it is not passed refuse to accept old syntax.
The tests that still need porting are annotated with this flag.

It looks like this array was missed in 4276d4a8d08b7640eb57cabf6988a5cf65b228b6

Summary:
Teach MachineDebugify how to insert DBG_VALUE instructions. This can
help find bugs causing CodeGen differences when debug info is present.
DBG_VALUE instructions are only emitted when -debugify-level is set to
locations+variables.

There is essentially no attempt made to match up DBG_VALUE register
operands with the local variables they ought to correspond to. I'm not
sure how to improve the situation. In some cases (MachineMemOperand?)
it's possible to find the IR instruction a MachineInstr corresponds to,
but in general this seems to call for "undoing" the work done by ISel.
