[DebugInfo][RemoveDIs] Delete experimental-iterator test-flags from tests (#140045)

Over in 6a45fce, this flag (experimental-debuginfo-iterators) was
switched to do nothing, to flush out anything that depended on the
debug-intrinsics way of doing things. It's been a month and nothing's
super-broken, so we'll start to rip things out.

This commit deletes MergeFunc's debuginfo-iterators test: in d2942a86d7
it's documented that that test is specifically because of differences
between intrinsic/non-intrinsic data structures, and we're deleting the
possibility of that difference.

This patch changes debugify to support debug variable records, and
subsequently to no longer convert modules automatically to intrinsics
when entering debugify.

[Debugify] Skip debugifying on special/immutable passes

With a function pass manager, it would insert debuginfo metadata before
getting to function passes while processing the pass manager, causing
debugify to skip while running the function passes.

Skip special passes + verifier + printing passes. Compared to the legacy
implementation of -debugify-each, this additionally skips verifier
passes. Probably no need to update the legacy version since it will be
obsolete soon.

This fixes 2 instcombine tests using -debugify-each under NPM.

[Debugify] Strip added metadata in the -debugify-each pipeline

Summary:
Share logic to strip debugify metadata between the IR and MIR level
debugify passes. This makes it simpler to hunt for bugs by diffing IR
with vs. without -debugify-each turned on.

As a drive-by, fix an issue causing CallGraphNodes to become invalid
when a dead llvm.dbg.value prototype is deleted.

This renames and generalizes -strip-module-flags to erase all named
metadata from a module. This makes it easier to diff IR.

[Debugify] Don't apply DI before the bitcode writer pass

Applying synthetic debug info before the bitcode writer pass has no
testing-related purpose. This commit prevents that from happening.

It also adds tests which check that IR produced with/without
-debugify-each enabled is identical after stripping. This makes it
possible to check that individual passes (or full pipelines) are
invariant to debug info.
