SPARC ABI doesn't use stack realignment, so let LLVM know about it in
`SparcFrameLowering`. This has the side effect of making all overaligned
allocations go through `LowerDYNAMIC_STACKALLOC`, so implement the
missing logic there too for overaligned allocations.
This makes the SPARC backend not crash on overaligned `alloca`s and fix
https://github.com/llvm/llvm-project/issues/89569.</content>

fixed and the tests will pass. So, just mark the tests as XFAIL

`CodeGen/Generic/ForceStackAlign.ll` `FAIL`s on SPARC like this:

  LLVM ERROR: Function "g" required stack re-alignment, but LLVM couldn't
handle it (probably because it has a dynamic alloca).

According to the comments in `llvm/lib/Target/Sparc/SparcFrameLowering.cpp`
(`SparcFrameLowering::emitPrologue`) and `SparcRegisterInfo.cpp`
(`SparcRegisterInfo::canRealignStack`) this isn't going to change any time
soon, so this patch `XFAIL`s the test.

Tested on `sparcv9-sun-solaris2.11`.

Relands commit 433c8d950cb3a1fa0977355ce0367e8c763a3f13 with fixes for
MIPS.

Similar to D102742, specifying the stack alignment via CodegenOpts means
that this flag gets dropped during LTO, unless the command line is
re-specified as a plugin opt. Instead, encode this information as a
module level attribute so that we don't have to expose this llvm
internal flag when linking the Linux kernel with LTO.

Looks like external dependencies might need a fix:

* https://github.com/halide/Halide/issues/6079
