Create a quiet floating-point comparision if function has strictfp attribute.
Avoid unexpected FP exception raised during libcall domain error checking.
It raises an FP exception only in case where an input is a signaling NaN.

[iwyu] Move out of llvm/Support/MathExtras.h

Interestingly, MathExtras.h doesn't use  declaration, so move it out of
that header and include it when needed.

No functional change intended, but there's no longer a transitive include
fromMathExtras.h to cmath.
