<title>[Mips] Fix clang crashes when compiling a variadic function while targeting mips3 (#130558)</title>

issue reason:
Because mips3 has the feature 'FeatureGP64Bit', when target mips3
process function `writeVarArgRegs`, the result of `getGPRSizeInBytes` is
8 and the result of `GetVarArgRegs` is `Mips::A0, Mips::A1, Mips::A2,
Mips::A3`. This would generate `gpr64 = COPY $a1` which should be `gpr64
= COPY $a1_64`.

Also when process `CC_Mips_FixedArg`, mips would CCDelegateTo
    `CC_MipsO32_FP`. In fact, it should CCDelegateTo `CC_MipsN`.

Fix #98716.</content>

- Previously, 'assignCustomValue' requests the number of assigned VAs
minus 1 is returned and treats 0 as the assignment failure. However,
under that arrangment, we cannot tell a successful *single* VA custom
assignment from the failure case.
- This change requests that 'assignCustomValue' just return the number
of all VAs assigned, including the first WA so that it won't be ambigous
to tell the failure case from the single VA custom assignment.</content>

MipsIncomingValueHandler::assignCustomValue should return 1 instead of
2. The return value is the number of additional ArgLocs being consumed.
It's assumed that at least 1 is consumed.

Correct the LocVT used for the spill when there are no registers left.
It should be f64 instead of i32. This allows a workaround to be removed
in the SelectionDAG path.</content>

Previously they were passed by non-const reference. No in tree target
modifies the values.

This makes it possible to call assignValueToAddress from
assignCustomValue without a const_cast. For example in this patch
https://github.com/llvm/llvm-project/pull/69138.</content>

The term "next stack offset" is misleading because the next argument is
not necessarily allocated at this offset due to alignment constrains.
It also does not make much sense when allocating arguments at negative
offsets (introduced in a follow-up patch), because the returned offset
would be past the end of the next argument.

`buildMerge` may build a G_MERGE_VALUES, G_BUILD_VECTOR or
G_CONCAT_VECTORS. Rename it to `buildMergeLikeInstr`.

This is a follow-up suggested in https://reviews.llvm.org/D140964
