<title>[Support] Use StringRef::operator== instead of StringRef::equals (NFC) (#91042)</title>

I'm planning to remove StringRef::equals in favor of
StringRef::operator==.

- StringRef::operator== outnumbers StringRef::equals by a factor of 25
  under llvm/ in terms of their usage.

- The elimination of StringRef::equals brings StringRef closer to
  std::string_view, which has operator== but not equals.

- S == "foo" is more readable than S.equals("foo"), especially for
  !Long.Expression.equals("str") vs Long.Expression != "str".</content>

Note that llvm::support::endianness has been renamed to
llvm::endianness while becoming an enum class as opposed to an
enum. This patch replaces support::{big,little,native} with
llvm::endianness::{big,little,native}.

Now that we've moved to C++14, we no longer need the llvm::make_unique
implementation from STLExtras.h. This patch is a mechanical replacement
of (hopefully) all the llvm::make_unique instances across the monorepo.

to reflect the new license.

We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.

Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.

For the _WIN32 macro, it is the definedness that matters rather than
the value. Most uses of the macro already rely on the definedness.
This commit fixes the few remaining uses that relied on the value.
